Create a team in a project

The create-team tool, and the REST call it is generated from.

A group of the project's members that work is assigned to before one person takes it. Members must already be in the project, or 404.

Body

This operation takes a JSON body. The spec is the contract and it is what the agent reads every turn — seepackages/server/src/rest/openapi/v1/for the shape.
